The Canadian Association of Research Libraries (CARL) has published a document entitled Navigating Copyright for Crown-Published Works: A Code of Best Practices for Libraries and a summarized version as well. This document is available on both the CARL website and the website of the Canadian Federation of Library Associations (CFLA).

The Crown copyright code was developed to provide guidance to libraries on the copyrights of government publications. The writing team cooperated with federal government employees, legal experts, and peer reviewers in order to develop this document.

The code addresses legal and practical issues that libraries may face in the application to government publications of the fair dealing clause. While it should not be considered legal advice, the code provides a legally defensible model for the application of fair dealing when copying, preserving, and sharing government publications. The document details the related provisions of the Canadian copyright law and caselaw, and provides case studies that describe related projects undertaken by academic libraries.
